Area of Consideration:Open to current permanent employees of the Consolidated Patient Account Center station 730, 731, 732, 733, 734, 735, 736 and the satellite locations.

This position is located in one of seven Consolidated Patient Account Centers (CPACs) and is aligned under the CPAC Supervisory Auditor with the incumbent serving as the CPAC Internal Analyst. Seven regional CPACs were established to enhance Revenue Operations throughout the VHA network through the standardization and consolidation of functions, and the integration of VHA and industry best practices.

The Major duties include, but are not limited to:

  • Conducts a preliminary survey to develop an understanding of the process being analyzed.
  • Participates in business processes testing work groups to effectively follow and come to the correct conclusion.
  • Conducts risk and control assessments for the improvement of complex management processes and systems.
  • Analyzes and recommends business improvements and ways to better execute the organization's responsibilities.
  • Prepares draft report, reviews and corrective action plans with process owners to assure reliability of reporting for internal and external use.
  • Obtains concurrence from department supervisors and managers throughout the review.
  • Participates in meetings such as: Internal Entrance meetings, Periodic Internal update meetings, Internal Exit meetings, and Quality & Performance Team (QPT).

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: * Analyzes and measures the effectiveness and efficiency of administrative and technical programs. * Conducts evaluations and analysis to support planning for Consolidated Patient Account Center processes. * Assists in developing, directing, and administering the organization's internal controls monitoring program system. * Monitors business practices and operations and evaluates compliance with internal corporate policies, procedures, external laws and government regulations. * Communicates Internal Controls concepts and control deficiencies to various revenue operations stakeholders and Consolidated Patient Account Center leadership. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combinations of successfully completed graduate education and specialized experience directly related to the work of the Program Analyst position, which may be used to meet the experience requirements for GS-11 position?

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements:The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort.
